Weak and outdated civil laws around contracts are the biggest impediment to their enforcement. This was held in agreement by members of the civil society, the business community, media, and government in the 2nd Working Group meeting to Improve Pakistan's Contract Enforcement Ranking, organised by the Policy Research Institute of Market Economy (PRIME).

In the meeting, Chief Operating Officer PRIME Institute Ayesha Bilal stated that the working group would engage with all stakeholders to develop a concrete proposal on the required legal reforms to the Standing Committee on Law and Justice. In the meeting Awais Siraj, Team Leader of the Prime Minister's Performance Delivery Unit stated that the long-term way to improve the contract enforcement environment and consequently Pakistan's ranking would come through a constitutional amendment.

Legal Expert Ahmad Bashir stated that the High Courts could also improve the state of contract enforcement and the speed of dispute resolution by introducing a few simple changes in the High Court rules of business.Director Trade Dispute Resolution Authority Khalid Rao stated that the laws around Alternate Dispute Resolution must also be addressed and updated, as this would have a considerable impact in improving and optimising trade related contracts.

Senior Court Journalist Syed Faisal Shakeel said that the working group would try to facilitate parliamentarians and government officers by providing a complete and accurate assessment of the contract enforcement related laws and identify specific laws that need to be addressed.Former President of the Rawalpindi Chamber of Commerce Dr Shimail Daud observed that trade bodies and chambers were well placed to play a much greater role in the enforcement of contracts if the law grants such bodies mandate and authority.-PR
