The government has collected Rs 250 billion on account of Gas Infrastructure Development Cess (GIDC) from January 2012 to March 2017 while Rs 130 billion are recoverable from various companies including fertilizer and compressed natural gas (CNG) sectors.

Ministry of Petroleum and Natural Resources told this to the National Assembly Standing Committee on Planning, Development and Reform, which was met with Abdul Majeed Khan Khanan Khail in the chair at Parliament Lodges on Wednesday. The committee discussed the issues relating to PSDP-2016-17 and audit report of Ministry of Planning, Development and Reform, besides other things.

An official of Ministry of Petroleum and Natural Resources told the committee, "If we include Rs 130 billion amount from various companies which are in litigation then the amount would become Rs 380 billion from January 2012 to March 2017." He said that a total of Rs 25 billion have been allocated for Iran-Pakistan Gas Pipeline project, Turkmenistan-Afghanistan-Pakistan-India (TAPI) Pipeline project and Gwadar-Nawabshah Gas Pipeline Project.

The committee was informed that the Prime Minister has approved the charter of Technology University. The objective of Prime Minister Programme for Development of PhDs in Science and Technology is to develop a pool of 390 PhD students for National University of Science & Technology (NUST) and M/o Science & Technology and its organisations.

An official of Higher Education Commission told the committee that there is gap of 600 PhD scholars while 400 are already in the country. The committee showed dissatisfaction over the briefing given by the secretary Ministry of Planning, Development & Reform regarding the allocations/disbursements made under the PSDP during 2016-17 as allocations are likely to lapse during the current financial year. The committee also expressed its concern over the non-finalisation of audit reports of the ministry since July 2014 and recommended that director general audit should be invited in the next meeting.

The committee further showed dismay over the absence of secretary finance and directed that the secretary finance and secretary petroleum and natural resources may ensure their presence in the next meeting for briefing on Gas Infrastructure Development Fund. The secretary Ministry of Planning, Development and Reforms assured the committee that the widening & blacktopping of road from Terich to Lot Owir with four bridges in district Chitral (NHA project) should be included in the next PSDP 2017-18 as per directions of the Prime Minister.

MNAs Ch Jaffar Iqbal, Zafarullah Khan Jamali, Shazia Sohail Mir, Shazia Fatima Khawaja, Shaheen Shafiq, Shamas-un-Nisa, Qaiser Jamal, Sheikh Salahuddin, Asiya Nasir, Sher Akber Khan and Iftikhar-ud-Din attended the meeting, besides officials of Ministry of Planning, Development and Reform, Ministry of Federal Education, NUST, Ministry of Water & Power and Peshawar Electric Supply Company (PESCO).
