The Federal Board of Revenue (FBR) has failed to appoint the officers promoted against five upgraded posts from BS-21 to BS-22 and the whole exercise has turned into grabbing perks and privileges at the cost of taxpayer money, said sources while requesting anonymity.

It may be noted that the FBR had created five posts of BS-22 after upgrading from level of BS-21 that included Member IRS Operation, Member IRS Policy, Member Customs, Member Customs Policy and Member Administration. The upgrading was held on the plea that these are the specialised posts where only officers of higher caliber can deliver. However, those who were promoted have had never been posted on these slots. One Ra'na Seerat was promoted to BS-22 but she continued her duties against a post of BS-21. Similarly, Sameera Yasin, another officer, was sent to the Directorate of Training as an additional charge, which too stands withdrawn. Rozi Khan Burki, Fiza Muzaffar and Rukhsana Yasmeen were also sent to the posts of BS-21 after their promotion to BS-22. Another Nasir Masroor was posted as Member Customs by upgrading the post but he was also shunted out within two days to a post of BS-21. At present, no officer is in BS-22, except the Chairman FBR, either on the operation or policy side.
