The National Assembly on Thursday passed 'Delimitation of Constituencies (Amendment) Bill, 2015' to empower the Election Commission of Pakistan to carry out the delimitation of constituencies of local government and 'Electoral Rolls (Amendment) Bill, 2015' to regulate the procedure of the Commission to hold local body elections. The National Assembly passed these two Bills of the government in the absence of the opposition.

The opposition is on boycott of the National Assembly in protest against the absence of the Prime Minister from the House. Minister of State for Parliamentary Affairs Sheikh Aftab Ahmed moved the two Bills in the House for passage. The House approved the Bills with majority. The Senate already has passed 'Electoral Rolls (Amendment) Bill, 2015' and referred it to the National Assembly for passage. The National Assembly passed it without any amendment. According to 'Delimitation of Constituencies (Amendment) Bill, 2015' a new section inserted in section 3 of the Delimitation of Constitution Act as namely: "3-A.

Delimitation of constituencies for local government elections.- The Commission shall also delimit territorial constituencies for elections to the local governments in accordance with the provisions of the local government Act and the rules made there under of each province.". Similarly in section 8, after sub-section (5) of the Act be added, namely:- "(6) For the purpose of election to the local government, the Commission shall divide each local government into as many as separate territorial constituencies and the number of councils / seats for direct election as provided in the respective Federal or Provincial local government laws." According to objective of 'Electoral Rolls (Amendment) Bill, 2015' under Article 140A of the Constitution the power to hold election of the local governments stand vested in the Election Commission of Pakistan.
