The concept of Industrial Estates was imported in the Indo-Pakistan Sub-continent during the year 1947, when the then Sindh provincial government launched this pioneer project with a view to mobilising efforts for achieving industrialised economic growth in some detached, but otherwise well-placed and self-contained areas. The pattern in view was of course that of the United Kingdom Trading Estates.

Sindh that lies astride the axis of the mighty river Indus enjoyed a complacent agrarian economy. The well-laid thick mask of canal system which adorns the soil played pivotal role in its basically agrarian economy. With satisfactory agricultural expansion all over people led happy and contended life, which again in turn merely contributed to social isolationistic trends and home sickness in the minds. This one sided flourishing economy required to be brought on an even keel by due concentration on the industrial facts.

To strike the balance it was resolved to float a company under the Companies Act 1913 and to this company was entrusted the onerous job of planning and promoting the industrial complex here.
