The License Enforcement Wing, Pakistan Telecommunication Authority (PTA) carried out 1,394 inspections against various service providers during last year to ensure trouble-free services to consumers.

The Wing, responsible to protect customers from undue exploitation of the service providers also dealt 1691 complaints of various nature during the period, said PTA's annual performance report 2002-03.

The authority, during the period also issued 535 show-cause notices, 397 notices of violation, 254 hearings and 76 public hearings were conducted, 402 fines were imposed on the service providers and four licenses were withdrawn.

Moreover, PTA during the said period conducted surveys of fixed-line phones, mobile and Internet Service Providers (ISPs) to guarantee efficient, trouble-free and affordable services to the subscribers.

The report said as part of PTA's continual efforts towards high levels of services for telecom consumers, second survey on cellular mobile network performance was conducted during the period. Total eight cities and four highways were covered in the survey.

Regional offices of PTA conducted this survey which was mainly focused on Quality of Service aspects of cellular networks, such as service coverage, voice quality call success and retainability.

The procured data during survey was logged in log sheet and it was concluded the services were not up to the Quality of Service standards as per license conditions (Call success rate 97 percent, 3 percent blocking in switching).

Thus show cause notices were issued to the four Mobile phone operators for providing the poor quality of service by PTA.

One of the operator, a significant market power operator with more than 25 percent market share, was fined Rs 60 millions.

The amount was asked to be distributed among the 1 million customers of the Operator.

Three show cause notices were also issued to the rest of three operators as a consequence of poor quality of services being provided to the subscribers.
